On our metal halide ballast here in the store the "-" is ON. The "0" is off.

The symbols on these switches are derived from one ["1"] and zero ["0"], meaning "on" and "off" respectively, as is the case for binary information. These symbols are also evolving; for example, may computer and peripheral power buttons have the 1 and 0 incorporated into a single icon, which represents the option to alternate the state between on and off with a single pushbutton. Because of the inconsistent use/application of these and similar symbols, there is often ambiguity about what the symbol really means in terms of the expected function.

I would have said that the "-" was "On" and the "0" was "Off".
