Republic locomotive works has a shay kit for Nn3. A bit big for Z but runs on 6.5mm track.

The Shay that Lajos had at the Z Convention in Medford was a static model with working crankshaft. Lajos had plans to add drive motors to the mechanism, but I'm not sure if he did. It was interesting watching Lajos replace the drive motor for the crankshaft when it was left on too long and burned out.
David built a Z crankshaft at the same time Lajos was building his, but I don't believe David ever finished his Shay project.
Regardless, both projects pushed the Z scale envelope and made fantstic reading.
